Mr. Glasgow is a co-founder and Principal of IndiBuild, where he leads community development, housing strategy, entitlement planning, and public-private partnerships. With more than twenty years of experience in planning, development, and municipal leadership, he specializes in helping communities transform housing goals into implementable projects that create lasting economic and social value.
Paul brings a unique perspective to affordable housing development, having worked on both the public and private sides of the development process. Prior to co-founding IndiBuild, he served as Development Director for the Town of Lyons and Planning and Development Director for the Town of Erie, where he managed planning, building, development review, and long-range growth initiatives. These leadership roles provided firsthand experience navigating the challenges communities face when translating plans, policies, and public engagement efforts into successful implementation.
Throughout his career, Paul has led or contributed to dozens of community development, housing, and planning initiatives across Colorado. His expertise includes affordable housing implementation, entitlement strategy, workforce housing programs, comprehensive planning, neighborhood revitalization, municipal code development, public-private partnerships, and land use policies that expand housing opportunities while preserving community character.
At IndiBuild, Paul focuses on aligning housing development with community values through thoughtful planning, design, and implementation. His work bridges local governments, community stakeholders, development teams, and financing partners to create housing solutions that are financially feasible, context-sensitive, and responsive to local needs.
Paul's commitment to housing extends beyond his professional practice. As both an affordable housing resident and community volunteer, he has firsthand experience with the opportunities and challenges associated with deed-restricted homeownership and cooperative community governance. This perspective reinforces his belief that successful housing is about more than buildings—it is about creating places that foster connection, health, opportunity, and belonging.
Paul holds a Bachelor of Arts in Environmental Studies and Geography and a Master of Urban and Regional Planning from the University of Colorado. He has spent more than a decade teaching, lecturing, and mentoring future planners through the University's environmental design program, helping prepare the next generation of community development leaders.
His passion for affordable housing is rooted in a simple belief: great communities are intentionally designed. Through the integration of planning, architecture, landscape, and community-building, Paul works to create neighborhoods where residents can thrive socially, economically, and physically.
