PRINCIPAL PROFILE

Paul Glasgow is a cofounder and Principal at IndiBuild, specializing in community development and entitlement planning. He has over twenty years of experience engaging communities and developing comprehensive plans. He has produced over ten comprehensive plans and has collaborated with multidisciplinary teams on twice that many. His expertise includes long-range planning, entitlement planning, neighborhood revitalization, and regional affordable housing strategies. 

Paul previously served as the Development Director for the Town of Lyons, Colorado, and as the Planning and Development Director for the Town of Erie, Colorado, giving him a unique perspective on plan implementation once the community engagement and planning momentum fades. In both positions, Paul managed current and long-range planning and building departments, providing a distinctive perspective on entitlement and community development in rural communities.  Paul has expertise in developing public-private partnerships for workforce housing, negotiating land sales, and creating municipal code that supports workforce housing (short-term housing and accessory dwelling regulations). 

Paul has a Bachelor of Arts in Environmental Studies and Geography and a Masters in Urban and Regional Planning from the University of Colorado. He enjoys keeping one foot in academia and helping mentor the next generation of planners. He has researched and lectured on municipal and regional planning methods and urban design principles for over a decade at the University of Colorado’s Environmental Design Department. 

Paul's experience owning deed-restrictions affordable housing provides firsthand experience into the opportunities and challenges associated with deed-restricted ownership. His service on the HOA board and in cohousing offers further insight into cooperative management. 

Paul's combination of experience and professional development is reflected in his passion for creating affordable housing with a mix of site planning, architecture, landscaping, and organizational structure that encourages and fosters community and contributes to residents’ mental and physical health.
