Gary Dominguez - Co-Am RES, LLC

Gary joined the IndiBuild collaborative in 2025. With over 27 years of experience in construction and development and 15 years in affordable housing finance with the Colorado Housing and Finance Authority (CHFA). His expertise in estimating, preconstruction, and construction management for multifamily and complex commercial developments throughout the United States helps ensure projects are well constructed and delivered on time and on budget.

His vast construction experience includes oversight of multifamily housing, multi-building campus projects, low-rise steel and concrete office structures, commercial office condominiums, retail, research facilities, and technically complex projects such as healthcare renovations, airport terminals, laboratories, broadcast facilities, and biotechnology research facilities, as well as commercial interior renovations.

Gary served as Senior Construction Manager at CHFA (2009-2025), where he was responsible for hard cost review, construction risk evaluation, and lender oversight for projects financed through CHFA loan programs, including 4% and 9% LIHTC, HUD Risk-Share, and New Markets Tax Credit transactions. His role directly supported loan underwriting, construction monitoring, and compliance with program requirements. Gary also served as CHFA’s Environmental Review Officer, coordinating and managing NEPA environmental reviews as required for federally assisted projects.

In addition to his professional experience, Gary has served on Colorado nonprofit boards, including the Hispanic Contractors of Colorado, Rocky Mountain Communities, and the Home Builders Foundation, reflecting ongoing engagement with the affordable housing and construction communities.
